NATO has issued a joint statement saying that regular contacts with Russia are impossible until Moscow fully withdraws its troops from Georgia. Speaking in Brussels after an emergency meeting of NATO foreign ministers, Secretary General Jaap de Hoop Scheffer said the military alliance could not go back to business as usual with Russia unless Moscow honoured all aspects of a French-brokered peace plan signed by Russia and Georgia last week.
Earlier German Foreign Minister Frank-Walter Steinmeier called on Russia to at least pull out of what he called "the heart of Georgia" to enable talks on a durable ceasefire. He warned against any break in dialogue with Moscow.
