His British counterpart David Miliband said NATO is convinced that international law was breached by Russia.
"All have unanimously agreed that Russia has transgressed the limits of what is admissible, and that now we have to keep a very tough position, on the one hand, while it is necessary to keep an intensive dialogue with Russia on the other," Schwarzenberg said.
He thus refuted the speculations that NATO might consider scrapping the NATO-Russia Council.
A tough approach to Russia has mainly been promoted by Germany, France and Italy so far.
Schwarzenberg said the Czech Republic was among the countries pushing for a tougher approach to Moscow in today's debate about the situation in Georgia.
